I have no real idea what's going wrong. But let me try a shot in the dark:
Did you have the Apple X11 including the X11 SDK installed at the time you compiled emacs? The idea behind this idea is that somehow fink thought you have the X11 fully installed, but in reality the developer header from X11 were missing. I guess that in this case emacs would configure itself to not use X11.
By the way, I build emacs21 on a cleanly installed Panther and it works as expected.

Panther uses bash as default.
This might fool more than one. For all: in bash get used to 'type <command>' and forget 'which' .
My shell is zsh and I AM using /sw/bin/emacs and it is the fink version that is giving problems. I can just execute it explicitly. (type emacs in zsh gives the same thing.)
