I have cups-dev 1.1.15-2 which I just also rebuilt from source.
Then, when again attempting 'fink rebuild qt3', I get a lot farther, bur error out with this:

Is cups-dev installed? Maybe a missing dependency, I can't verify, 3.2.1-12 is not here any more.
