That was indeed wrong, if you had a Fink XFree86 package installed--it confuses the package manager.
Do the following:
dpkg --remove --force-depends xfree86-shlibs
Then reinstall X11 and the SDK.

Done and it looks like it's building KDE without also building xfree86 now. I'm almost certain I did the dpkg --r --force-depends xfree86 before and got a response that it wasn't installed. Anyway this time it had been installed and came out cleanly apparently allowing the X11 1.0 detection logic to function.
