I just did an archive-and-install upgrade to 10.3 on a B&W G3 450 MHz, 512 MB RAM, 18 GB IBM Ultra-2 SCSI boot drive.

I deleted everything in /Developer and /sw prior to upgrading.
I installed the XCode tools together with the X11 SDK, but no "cross-platform" SDK's.
I installed fink 0.6.2, installed Gerben Wierda's TeX and CM-Super packages.
I installed system-tetex using Fink Commnder.

I used Fink Commander to to a binary install of emacs21. This install failed at emacs' configuration, there was a message that "jump-start" failed. I got a similar message if I tried to execute emacs from an xterm.

I removed emacs21 and emacsen-common using Fink Commander, and reinstalled emacs21 from source. This went successfully, and emacs now works.

I regret not saving the error messages from the binary install. However it is clear (from this and prior experiences) that there is a persistent problem with the binary installation of emacs21 and emacs20 (or emacsen-common, or some other required package) that is not present in the source install.
