There is a change in aspell today, split into aspell; aspell-dev, aspell-shlibs.

Yes, I have seen this. But this is no reason for aspell-de not to compile. It compiles for me, in any case.

So that the dictionaries should change. I've already cc'd the maintainer for de, fr, nl (no answer at the moment). The maintainer for en does not answer any mail.

OTOH, the aspell-en package was updated today, too. I don't know enough about how these dictionaries are built to say whether aspell-en really needs to BuildDepend on aspell-dev.
Yes, I saw it a few minutes ago.

I can submit the changes for en right now, but I'm not sure the maintainer for fr, de, nl is OK.
What's wrong with this maintainer?
Nothing at all. That's only I should ask permission and wait for a reply.

Depends: aspell (>= 0.50.4.1), aspell-shlibs
BuildDepends: aspell-dev (>= 0.50.4.1)
CompileScript: ./configure
Maybe, I am not sure. Ben Hines and Max Horn should know.
I just try with the dictionaries as they are and they build, so maybe no changes are required.
