Yes, I have seen this. But this is no reason for aspell-de not to compile. It compiles for me, in any case.
So that the dictionaries should change. I've already cc'd the maintainer for de, fr, nl (no answer at the moment). The maintainer for en does not answer any mail.
OTOH, the aspell-en package was updated today, too. I don't know enough about how these dictionaries are built to say whether aspell-en really needs to BuildDepend on aspell-dev.
