Not surprising, you didn't have a connection to the rsync server, so it couldn't download anything. Are you behind a particularly fierce firewall?
Maybe, but I didn't have so much trouble with Fink 0.5.3 on Jaguar, for which I didn't need to use rsync. Fink Commander listed 2727 packages, whereas I have only 1675 with Fink 0.6.2 on Panther.
