At the fifteen attempts I got it on:

On some earlier releases the choice was offered to do the upload from the
master server (ftp.gnu.org for instance), it avoided to try every out of 
date mirrors before getting the right one. This is why I think this 
behavior should be restored unless there are good reasons why it
disappeared.
