This is extremely ancient (almost a year old). No wonder that all kinds of things don't work. You first have to update your fink to something more contemporary.

If this is true, you should be able to just say "fink update fink". But then, fink should have done this on its own after every selfupate. So in reality I don't understand how it is possible to have this combination of versions of fink and Fink.
Anyway, I would recommend to download
http://prdownloads.sourceforge.net/fink/fink-0.20.3.tar.gz
unpack it somewhere (not in /sw), go into the resulting fink-0.20.3 directory and run "sudo ./inject.pl" there.
