And in case you could not access the Fink's faq:
A: These headers, and many others, are provided by the DevSDK package of the Developer Tools. Check whether /Library/Receipts/DevSDK.pkg exists on your system. If not, then run the Dev Tools Installer again, and install the DevSDK package using a Custom Install.
