You should be able to install this version of KDE from binaries
sudo apt-get install bundle-kde.

I have upgraded my system from 10.2 to 10.3, removed the old directory /sw and installed Fink again. I have Texshop installed and I have also installed packages like system-tetex, xemacs, gnuplot, g77, xpdf, ispell, enscript.
I tried to install bundle-kde several times, but every time the installation fails. Today I have received the following error:
