I don't know what causes this, but you are not the first one who had this problem. It seems that in some as yet not completely clear circumstances, this file is not being installed, and then it is either missing as it is the case for you, or an older version from a previous X11 installation remains there, causing breakage too.

Do you have the file /usr/X11R6/lib/X11/config/Imake.rules or not?

Download and install it and see if this helps. If yes, please try to find out why you didn't have it :-)
