The FAQ clearly states that:

system-xfree86: [placeholder for user installed x11]
system-xfree86-shlibs: [placeholder for user installed x11 shared libraries]
Represent Apple's X11/XDarwin, an optional part of OS X (X11User.pkg). These
packages provide x11 and x11-shlibs, respectively. See also this FAQ entry.

system-xfree86-dev [placeholder for user installed x11 development tools]
Represents Apple's X11/XDarwin SDK, an optional part of OS X (X11SDK.pkg).
This package provides x11-dev. See also this FAQ entry.

However, fink disagrees:
# COLUMNS=76 fink list x11\* system-xfree86\*
Information about 1833 packages read in 1 seconds.
 i system-xfree86 2:4.3-2 [placeholder for user installed x11]
 i system-xfre... 2:4.3-2 [placeholder for user installed x11 dev...
 i system-xfre... 2:4.3-2 [placeholder for user installed x11 sha...
     x11 [virtual package]
     x11-dev [virtual package]
     x11-shlibs [virtual package]

Is the FAQ wrong? If so, are there plans to update it? If not, how do I persuade
fink that x11 is being provided?

Fink 0.21.2, OS 10.3.5.
