It needs ncurses-dev, also from 10.3. ncurses compiled fine but vim fails with the same error -- except it has glib-1.2 instead of glib and vim's version is 6.2-23.
In the 10.3 tree I see vim-6.3-3, both in stable and unstable.

Solution: Move the prototype to an osdef file, so that it's filtered out.

So it seems they fixed this somewhere in the 6.2 series (They are also lying, it's not a warning but an error.)
