It does look to be a dependency on the specific package rather than
the virtual package, since fftw-mpi-shlibs is a perfectly good
provider of " fftw-shlibs". I'm not sure how a .info file handles a
Depend on a virtual package with a space in its name.

It looks like the problem is here in the .info file:
Provides: (%type_raw[-mpi] = -mpi) fftw
this maps to
fftw
when the -mpi variant isn't selected, but
fftw
(note the space) when it is.
