I know: bad form to follow up my own post, but things have changed (for
the better!).

While I was waiting for a reply to this email, I started installing some
of kde3's other dependencies, and somewhere along the way, fink decided
that I no longer need to install openssl.
Here's what I did (sorry for the long lines):
$ sudo apt-get install doxygen gawk help2man libmad libmad-shlibs libvorbis0
libvorbis0-shlibs openslp-ssl-dev openslp-ssl-shlibs xfontpath graphviz
$ fink update graphviz
$ fink install lesstif lesstif-shlibs libart2 libart2-shlibs arts arts-dev
arts-shlibs pcre pcre-bin pcre-shlibs
$ fink install automake1.8 flex-devel libidn libidn-shlibs kdebase3
kdebase3-shlibs kdelibs3 kdelibs3-dev kdelibs3-shlibs
Note that the last line includes kdebase3 and kdelibs3 (it's building
now), and I never did change openssl versions.
I'm pretty sure (but I wouldn't bet my life on it) that the other
openssl was still "required" after that apt-get command, and I know I
didn't check after that.

> BuildVersion: 6R73
> Package manager version: 0.22.2
> Distribution version: 0.6.3.rsync
The above is still mostly true, except that I got fink 0.22.3 this
morning (after the "update graphviz" and before the next "install"
command).
Selfishly, my problem is solved, but I don't know how, and that bugs me.
