Start with the maintainer, and if they don't respond in what you feel is a suitable length of time, post on -devel.

updated packages are available?



The same: contact the maintainer then -devel (I asked a couple of years ago about this very thing !). In addition, if the update is such that you are able to get it to build via trivial modifications to the package description (.info and .patch) files, you should let the maintainer know about that, too.
