update-alternatives was supposed to be installed by dpkg. My guess would be that your PATH isn't correct--you need /sw/sbin. Try running /sw/bin/pathsetup.sh to set your Fink environment up.

My PATH does include "/sw/sbin".
"/sw/bin/pathsetup.sh" says that my environment "seems already set up already".
