I have never installed the Fink popfile package but presumably it could be
using /Lib/Startup to start it. Since upgrading to 10.3.6 last week it
doesn't start as expected at boot time. I posted this to the POPFile Help
forum:

Since updating to Mac OSX.3.6 last week my POPFile startup item fails to
start POPFile. I have tweaked the plist so the only thing appearing in the
logs starting after POPFile is Apple Remote Desktop. If I use the startup
script manually after logging in it starts just fine, and it started fine on
it's own before the upgrade. Since I'm the one building the installer
package I would like to hear from anyone else that might be having a similar
experience. I will try to test this on some other Macs.
