Hi,
Is it possible to use the tcl/tk aqua package distributed by sf.net instead of the fink tcl/tk? If so, how would one go about replacing the fink tcl/tk?

Thanks.

You don't replace Fink's. There's no Fink package to recognize this one, and there's no guarantee that packages within Fink that require Tcl/Tk don't have X11-specific requirements to them.
I've actually tried an Aqua Tcl/Tk a while back and was able to get maxima to work just by using the Aqua version's "wish" shell.
