Does anyone know a simple way I can make this work? Without changing the Perl code (which has to work on multiple platforms, so I don't want to make any changes specific to a single one)?

Does 'SetEnv' also not work? That seems to be the recommended way of passing environment variables to CGI scripts: http://httpd.apache.org/docs/mod/mod_env.html#setenv
