Try running "fink-virtual-pkgs --debug" to see what's going on--you may
have a persistently missing file that doesn't prevent you from running GIMP.
I had some leftovers from a fink-based installation of xorg. I removed them. Now the only output relevant to X is :
- checking for library libX11.6.dylib... missing

You probably should do a clean reinstall of Apple's X11 then:
rm -rf /Library/Receipts/X11SDK.pkg /Library/Receipts/X11User.pkg sudo rm -rf /usr/X11R6 /etc/X11
Then reinstall both the X11User and X11SDK components.
