gcc3.1 comes as an *optional* part of xcode, you need to go back and install xcode again, this time "customizing" it to pick up the extra stuff. Installing the december tools will just make things worse.

Yes--thank you--actually, it was a bit easier, since gcc3.1 is a separate package in the "Packages" folder of Xcode; I installed it by itself, without touching the rest of the Xcode setup. After that, "gcc_select 3.1" worked, as did "fink install pccts".
