I am pretty sure that this file should have been installed by the xorg package. If you are sure that it wan't accidentally removed after the installation (if you still have the xorg-*.deb file, check its contents with "dpkg -c xorg-*.deb |grep Xcursor.h"), then you should complain to the maintainer of the xorg package.
