X11.app (1.0) on Panther actually worked correctly for me. I only started noticing this annoying behavior when I upgraded to Tiger. I also just installed X11.app 1.1 from the Tiger DVD, and the problem remains. I filed a bug report with Apple so maybe they will fix this in an update.
