In the old days libintl.la was installed by the gettext-dev package, hence the advice. But nowadays libintl.la can also be installed by the libgettext3-dev package. Run "dpkg -S libintl.la" to see which one it is for you.
It was gettext-dev.
So the new version of the workaround should be "remove gettext-dev and libgettext3-dev before building libiconv."
Anyway "sudo mv /sw/lib/libintl.la /sw/lib/libintl.la_away" should unblock the situation.
