Probably. The biggest problem (and the reason the package request tracker doesn't work very well as it is) is that the trackers suck. :)
I, as a developer, avoid them as much as possible (and, in fact, set up my own bugzilla at home for tracking my own packages...)
I know there's been some work to set up a separate fink bug tracker, hopefully at some point we'll start making the move to that...
