Chances are that you don't need tetex-shlibs at all and you can simply remove it, it will then not bother you with upgrade proposals. The "new" tetex-shlibs is there only for compatibility reasons so that packages that were built against the old libkpathsea can continue to work. For anything recent, it is replaced by libkpathsea4-shlibs.
