An old installation of mono-1.1.4.  I had made some logical
links from /usr/bin into its Commands subdirectory.  That
was before I really started using fink.  Now it came back to
bite me.  :^)

Fortunately, it was easy enough to purge every logical link.
It was my foolishness alone, not mono's fault.

Anyway, the problem that I reported is now gone, but I still
have the compilation error reported earlier.

inaccessible to me.
