There is a FAQ entry for this error, #6.19. This explains that this is a PATH problem; unfortunately it doesn't explain how to fix it in FinkCommander.

You need to look at the FC Preferences. Make sure that the "Paths" pane is filled correctly and that in the "Environment" window you see "sw/bin:/sw/sbin" at the beginning of the value for PATH.
