248 seems way too low (even the 1782 below).

After a fresh selfupdate-rsync on Tiger from inside a 10.3 tree, you don't have a Fink distribution at all, because the 10.4-transitional tree is not yet downloaded, but dists has become a symlink to the (empty) 10.4-transitional directory. Another selfupdate is necessary to populate the 10.4-transitional tree. 248 is actually quite high in this situation.
