c++filt is installed by BSD.pkg or, if you've installed XCode 2.1,
2005-06XcodeExtras.pkg. BSD.pkg is on the Tiger DVD, it isn't part
of XCode Tools. You should reinstall the appropriate package, I'm
not sure why c++filt is missing from your system.
