It is because those pkgs were broken since so long that I've put on june 2 in my experimental tree my local files for debconf and its deps intltool-debian and po- debconf, e-mailing the maintainer
that he could use them.
(and also for vflib3 and tex-guy were the breakage was worse).

Also no news since then from the maintainer.
Should I commit them myself ?

I'd say go for it. The maintainers job is to maintain a package. So if there is no way to get an answer for weeks we can safely call that maintainer inactive and/or completely gone. Though I have no idea what happened to the original maintainer I think it's not very cool to first take responsibility (voluntarily) and then just leave the community with the problems you introduced... I understand that ppl have jobs and a real life but once you take the responsibility for a community-project - no one forces you to - you should take this serious. I have a few other broken packages that I emailed the maintainers about but haven't gotten an answer after some mails and weeks, I'll introduce those problems step-by-step to this list, when I rechecked everything myself; I too have another life ;-)
