update-all has been failing all day.

po-debconf
(and)
debconf
all return 404 errors.
As an example, the version of debconf listed as latest in
FinkCommander (source), 1.4.42-2, can't be found on web searches I've
done. Only 1.4.51 and 1.4.30.13 seem to be around.
