A clarification is in order:  you have 'system-xfree86', 'system-xfree86-dev' and 'system-xfree86-shlibs', correct (as opposed to what you said above)?

More fundamentally, though, do you have 'x11', 'x11-dev', and 'x11-shlibs', which should be provided by the respective above packages?  If not then something's odd--possibly a missing file.   If not, run "fink-virtual-pkgs --debug" to see what's missing.

I also assume that you're on Panther, but you didn't specify the version of fink that you're using, which could be important.  This information should _always_ be provided if you want timely help.
