I have these files, but they have many more lines of text
compared to the small file in /usr/include/stdarg.h

Check and see if you have these, too:
/System/Library/Frameworks/Kernel.framework/Versions/A/Headers/
stdarg.h
/usr/include/gcc/darwin/3.3/stdarg.h
/usr/lib/gcc/powerpc-apple-darwin8/4.0.0/include/stdarg.h
/usr/lib/gcc/powerpc-apple-darwin8/4.0.0/install-tools/include/
stdarg.h
(at least they're on my system.
