Same reason why the maintainers of XEmacs itself decided to package this separately and not to include it in the standard XEmacs distribution: Because it is HUGE. And you don't need it. I have been using Fink's xemacs for years on various machines without ever installing sumo. XEmacs has its own package manager system which I prefer to a huge Fink package which would not only install a bunch of stuff that I never need, but would also never be completely up-to-date. I prefer the flexibility that we have right now.

But xemacs has a de facto dependency on xemacs-sumo-pkg, and it would be
nice if this were documented clearly somewhere.

The only complaint I have is a very old one: The xemacs-sumo-pkg package description "All xemacs packages together" has tricked countless newbies into believing that it is sufficient to install xemacs-sumo-pkg and surprised them by not installing an xemacs executable.
