Is grass60-dev installed? If yes, then see what 'dpkg -S gis.h' returns, i.e. the builddepends may be right but qgis may be looking in the wrong place.

Yep, I think you're onto something there.

bash-3.00$ dpkg -S gis.h
grass60-dev: /sw/include/grass-6.0/gis.h
