Stan, could you try the following:
Modify the xfig.info file in the following simple way: In the
CompileScript line
make xfig CCOPTIONS=-no-cpp-precomp PREFIX=%p
remove the word "xfig", so that it reads
make CCOPTIONS=-no-cpp-precomp PREFIX=%p
and see if this doesn't cure your problem. If it works, we can make
this change official; it doesn't break my build in any case.

Sorry for the delay- had to move a piano.
The modification to the xfig.info file works. I would suppose that the
same modification should be made to the xfig323.info file (which would
also not update for me).
