The technical answer is that all the language-packages are children of the main oo.o package: in fink, the whole family gets built at once. The philosophical/design answer is "that's a pretty poor design philosophy for this package". Given how large they each are and how rare it is a user would want more than one, it would be much more polite to have each be its own independent package description, not splitoff packages. That way one only builds what one wants.
