I gather this is a well-known problem with Apple's X11 and Tiger.  See

for a relatively painless workaround.

Hold down cmd, then hit tab but don't release cmd (so the window with
all your open programs is still displayed).  Now if you hit shift-tab or
backquote (`), the selection will cycle backwards through the
applications.
