What are the 'correct' owner and permissions for /sw?

I recently backed-up /sw, then formatted the source drive, then
reinstalled 10.4 & restored /sw.  I then found mysqld would not start.
 After messing with a bunch of stuff I found that `sudo chown -R
goose:admin /sw` allowed mysqld to run, but now I'm concerned about
the state of /sw.

Does this need fixing?  Will fink fix its self? Is there a script I
can run to verify permissions (similar to what Disk Utility does for
system files)?
