I think this is a very nice example for a bug of the buildconflicts code
that has annoyed me and others for quite a while, but which doesn't seem
to have been clearly identified yet (or is there a formal bug report
open already?). The buildconflicts code is supposed to reinstall the
removed package, but only *after* the package that required its removal
has been installed. In the present case it reinstalls too early.
If you "fink remove openssl097-dev" by hand and then install only the
one package wget and not others that could builddepend on
openssl097-dev, it should work.
