I'd expect that the confusion might be due to a missing file on your
system:

Hi Alexander, thanks for the tip. However, I do have the receipt for
DevSDK.pkg. I was guessing the problem might be due to recode 3.6.10
requiring 10.4/Tiger, but the package listing for recode in the Fink
website lists explicitly 10.3 as supported (I am running 10.3.9).
How can I find out what exactly is missing (assuming some headers are
missing, as the FAQ suggests)?
