The 'fink' manpage says fink has command-line flags:
-K, --keep-root-dir
-k, --keep-build-dir
And the 'fink.conf' manpage says you can also use settings there:
Buildpath: path
KeepRootDir: boolean
KeepBuildDir: boolean
