JPEG) and that should work.
It seems that this is a known bug in scribus-1.3.1 on OSX. Here is an
entry in the scribus bug reporter:

It will be fixed in the 1.3.2 release (no idea when this will appear),
and it is said to be fixed in Andreas Vox' Scribus.app which is based on
a recent cvs snapshot <http://bugs.scribus.net/view.php?id=2015>
There is also still the stable version 1.2.3-1 which doesn't have this
bug (but no aqua variant).
