The version you downloaded is ONLY for Panther.

That would indeed do it.

For future reference (and for people reading the lists and searching
the archives) any .pkg file in /Library/Receipts is EMPTY--it doesn't
contain anything to install.  In this case you have to copy the
X11User.pkg file from your installation media (as there's not a
downloadble copy for Tiger).

It would be more sensible, in my opinion, if Installer.app were to
rename the reciepts files to avoid confusion, but it doesn't so we're
stuck with it.
