If it turns out that it is package specific or just bad luck with mirrors could someone say what lead them to that conclusion. Clues for the clueless if you would. For debconf, I see the situation as follows: Version 1.4.51 does not exist on the debian mirrors any more, there is version 1.4.30 and then versions above 1.4.67 with a hole in between. This suggests to try to persuade the maintainer to upgrade the package to something more recent (1.4.69 is the current version).
