For debconf, I see the situation as follows: Version 1.4.51 does not
exist on the debian mirrors any more, there is version 1.4.30 and then
versions above 1.4.67 with a hole in between. This suggests to try to
persuade the maintainer to upgrade the package to something more recent
(1.4.69 is the current version).
