OK, here's a solution that works for me for xfree86 (should be tried 
under xorg too):

clear Mod1
add Mod1 = Mode_switch

this goes in $HOME/.Xmodmap and you possibly need to run 
xmodmap ~/.Xmodmap at the prompt at the beginning of the 
session.

I will need to go through all the Mod's and see what needs to be 
done and make sure this doesn't break anything else. However, this 
gives access to all the characters that needs the opt key modifier 
and it doesn't break control or Meta keys in emacs.

I figured it out with help from Mathias Meyer (thanks) and with the 
use of xev.
