That file doesn't show up in the sources list for php4-mod-ssl a far
as I can tell. Which package is that for?
mod_ssl-2.8.14-1.3.27.tar.gz is from apache2-ssl, but from a version
that was already out of fashion when Fink went from 10.2 to 10.2-gcc3.3.
The package manager fink-0.17.1 is from the same prehistoric era. I
doubt that it is able to update itself and the rest of Fink. In this
case, I would advise to erase /sw and install the current (also very
old, but nevertheless much younger than Don's stuff) bindist dmg. From
there you can have some hope to be able to update successfully.
