Aquaterm is a rather special package. Some other packages have managed to find the right hoop to jump through in order to be able to build with both xcode 2.0 and >=2.1, but for aquaterm the necessary changes seem out of proportion.
Otherwise, on the Fink home page, I read in the first paragraph, "Users are encouraged to upgrade to XCode 2.2".
